There is good news for voters whose names had spelling mistakes in the 2002 voter list. Many people faced problems where their Bengali names were correct, but the English spelling was incorrect. This issue applied not only to voters themselves but also to descendant (progeny) voters—those whose names were not listed in 2002, but whose parents or grandparents were listed.
Due to these spelling mismatches, many voters feared that hearing notices (letters) would be sent to their homes. However, the Election Commission has now relaxed the rules, and a new guideline has been introduced in the BLO App, significantly reducing the chances of receiving such notices.
What Changed in the BLO App?
After opening the BLO App, a new option called “Re-Verify Logical Discrepancies” is now visible. When this option is selected, many forms appear as “Returned”.
Why Are These Forms Being Returned?
Most returns are happening due to minor spelling mismatches, mainly caused by earlier errors from the Election Commission itself. BLOs (Booth Level Officers) are now instructed to correct and verify these mismatches instead of sending voters for hearings.
Common Discrepancy Example
One common error message shown is:
“Father Name does not match with Father Name in Electoral Roll 2025.”
This means:
- The father’s name listed in 2002 does not exactly match the father’s name listed in 2025.
- In such cases, supporting documents are required.
What Documents Are Required?
If the voter is mapped with their father:
- Upload any document where the 2025 father’s name appears correctly
- Upload front and back sides of the document
If the voter is mapped with grandfather or grandmother:
- Upload documents using the lower option in the app
- Additionally, the BLO must upload an undertaking copy
- The BLO must capture a photo using the “Capture Photo” option and submit it
When Will a Hearing Notice NOT Be Issued?
If the mismatch is minor, such as:
- “Basukhetrapal” vs “Basudeb Khetrapal”
- “Kashinath Khetrapal” vs “Kashi Khetrapal”
- Missing middle names like “Kumar”
- Slight English spelling variations
Then:
- No hearing notice is expected
- BLO verification and undertaking are considered sufficient
Example:
- 2002 Bengali list: Asim Dutta
- 2025 list: Asim Kumar Dutta
- Online record: Only “Dutta” shown
These are treated as same persons, provided documents support it.

When Will a Hearing Notice Still Come?
If the name difference is completely different, such as:
- Father’s name in 2002: Kamal
- Father’s name in 2025: Shyamal
These are considered two different names, and:
- BLO approval is uncertain
- Hearing notice may be issued
Only spelling mistakes or minor variations are being relaxed—not full name changes.
Progeny Cases vs Self Cases
Progeny Cases (Parents/Grandparents)
- Forms are received and filled only by BLO
- The voter does not need to fill any form
- BLO verifies:
- Voter name
- EPIC number
- Part number
- Serial number
- BLO certifies that despite spelling differences, all records belong to the same person
Self Cases (Voter’s Own Name)
Examples:
- 2002 name: Swapan Das
- 2025 name: Swapan Kumar Das
- English spelling mistakes like:
- SAPAN vs SWAPAN
In such cases:
- BLO verifies and certifies both names belong to the same individual
- Uploading the verified form reduces chances of hearing notice

Why Did the Election Commission Relax the Rules?
If every spelling mistake led to a hearing:
- Nearly 80% of West Bengal voters would need to attend hearings
- Hearing centers would face huge pressure and overcrowding
To avoid this:
- BLOs are now authorized to pre-verify spelling errors
- This significantly reduces administrative burden
