New Voter Card Online Apply Process 2026

What is Form 6 and who should use it?

Form 6 is the online application form for new voter registration in India, including people whose names were deleted in the SIR final list and now have to apply again as “New Elector”. Applicants in West Bengal and other states must apply through the unified voter services portal (voters.eci / voters. gov / ECI voter services site) and then submit the acknowledgement to their BLO as advised.

  • New Voter Registration & Form 6 online: https://voters.eci.gov.in
  • CEO West Bengal (voter services, rolls, forms): https://ceowestbengal.wb.gov.in
  • Download Form 6 (PDF, English): https://voters.eci.gov.in/formspdf/Form_6_English.pdf

Always cross‑check current instructions and dates on your State CEO website and the ECI portal before filling the form.

Documents required for online Form 6

When converting your video script to article form, make sure you clearly list each document type with size and format, because this directly affects whether the form will be accepted.

1. Photograph

  • Recent passport‑size colour photograph.
  • Plain/light background recommended.
  • File format: JPG/JPEG.
  • Maximum size: 2 MB (as per portal instruction in your script).

2. Proof of age (Date of Birth proof)

Any one of the following is commonly accepted as age proof for Form 6:

  • Birth Certificate issued by Municipal Authority or Registrar of Births & Deaths.
  • Class 10 / Class 12 admit card or mark sheet or certificate (CBSE / ICSE / State board).
  • Aadhaar Card.
  • PAN Card.
  • Passport.
  • Driving Licence.
  • Any other government document showing name and date of birth (if used, mention its name in the form).

Upload this as a self‑attested scan in PDF or JPG/JPEG, up to about 2 MB as guided on the portal.

3. Proof of address (Residence proof)

You must upload a self‑attested copy of any one of these documents in your own name for address proof:

  • Aadhaar Card.
  • Electricity / water / gas connection bill (preferably within last 1 year).
  • Latest telephone bill.
  • Current passbook of a nationalised / scheduled bank or post office.
  • Indian passport.
  • Registered property/land document, revenue records etc.
  • Ration card, where accepted by local authority.
  • Panchayat Residential Certificate or similar local certificate: select “Any other document” option in the portal and type the document name, then upload the self‑attested scan (PDF/JPEG).

Both age‑proof and address‑proof should match the name and details you are entering in Form 6 as far as possible to avoid e‑Sign or verification issues.

4. Aadhaar and mobile number

  • Aadhaar Number: Generally requested in the Aadhaar section of Form 6 to help de‑duplicate entries.
  • Option “I don’t have Aadhaar” normally exists; if you truly do not have Aadhaar, choose that option instead of entering a wrong number.
  • Mobile Number: Active mobile number of the applicant; if using parent’s/guardian’s number, select the appropriate relation (self/relative) in the form.
  • Email ID: Optional, but helpful for updates.

Step‑by‑step online Form 6 filling process (article structure)

In your SEO article, organise the “how‑to” section into numbered steps so readers can follow easily.

Step 1: Visit the official portal and sign up

  1. Open the voter services website: https://voters.eci.gov.in (or the link given by ECI).
  2. Click “Sign Up”.
  3. Enter your mobile number, fill the captcha and click “Continue”.
  4. Enter your first name and last name, request OTP, then enter the OTP received on your phone and submit.
  5. After successful sign up, click “Login”, again enter the same mobile number, captcha, request OTP, then verify and log in.

Step 2: Start Form 6 – New Voter Registration

  1. After login you will see your name on the dashboard.
  2. Under “New registration for general electors”, click “Fill Form 6”.
  3. Select your State (e.g., West Bengal), District, and Assembly Constituency from the dropdown list.
  4. If your name was deleted and you are re‑applying, choose “New Elector” (not “Elector in roll before SIR 2026”), then click “Next”.

Step 3: Fill personal details and name in English and Bengali

  1. Enter your first name and middle name (if any) in the same field and the surname/title in the next field.
  2. The portal automatically converts the English name to Bengali; if any conjunct letters (যুক্তাক্ষর) do not appear correctly, click the Bengali keyboard icon and manually type the correct spelling.
  3. Use the on‑screen Bengali keyboard with normal, Shift and Alt layers to find special letters (for example ড়, য় etc.) and manually create conjuncts where necessary.

Step 4: Upload your photograph

  1. Upload a recent colour photograph with light background.
  2. Size: around 3.5 × 3.5 cm (as per your script) and within 2 MB in JPG format.
  3. Wait for the portal to automatically detect the human face and confirm before clicking “Next”.

Step 5: Enter relative details

  1. Enter the name of any one: father, mother, husband, wife or legal guardian.
  2. Fill first name + middle name in one box and surname/title in the next, same as you did for your own name.
  3. English name will auto‑convert to Bengali; correct it manually if required using the Bengali keyboard.

Step 6: Contact details and Aadhaar

  1. Enter mobile number and choose whether it belongs to self or relative.
  2. Email ID can be added but is not compulsory.
  3. In the Aadhaar section, normally choose “Aadhaar” and enter your 12‑digit Aadhaar number, then click “Next”.
  4. Ensure the name in the form and the name on Aadhaar match closely to avoid e‑Sign failure.

Step 7: Gender, date of birth and age proof upload

  1. Select gender: Male, Female or Third Gender.
  2. Pick your date of birth from the calendar widget.
  3. From the “Document for proof of date of birth” dropdown, select the document you will upload (Birth Certificate, Class 10/12 certificate, Aadhaar, PAN, Driving Licence, Passport, etc.).
  4. Upload a clear self‑attested scanned copy in PDF or JPG not exceeding the specified size (commonly 2 MB).

Step 8: Full address and address proof upload

  1. Enter your full residential address:
    • House/building/apartment number (or village name if no house number).
    • Street/area/locality (or village/post office name / block / police station).
    • Village/town, Post Office, PIN code.
    • Tehsil/Mandal (you may enter Block name here, as per local practice).
    • Select District from the dropdown.
  2. Select “Document for proof of address”. Common choices: Aadhaar, latest electricity/water/gas bill, bank passbook, passport, land records, etc.
  3. Upload a self‑attested copy in JPG or PDF within size limits.
  4. If your document type (e.g. Panchayat Residential Certificate) does not appear in the list, choose “Any other document”, type the document name (e.g. “Panchayat Residential Certificate”), then upload the self‑attested scan.

Step 9: Disability details (if applicable)

  1. If you are a person with disability, select “Yes” and choose the category from the list (such as locomotor disability, visual impairment, etc., as available on the portal).
  2. If not, leave the section unchanged and click “Next”.

Step 10: Family member details

  1. Enter the name of the family member whose name you want to show in your voter card as relative (father/mother/spouse).
  2. Select relationship (Father, Mother, Wife, Husband, etc.).
  3. Enter their EPIC (Voter ID) number if it is valid and recognised by the portal.
  4. If their voter ID has also been deleted and the portal shows “EPIC does not exist”, leave the EPIC field blank and continue.

Step 11: Declaration section and SIR 2002 linkage

In the declaration page some additional questions appear which are important for cases where names were deleted in SIR:

  1. Confirm your personal details, mobile, address and relative details shown on the screen.
  2. There are usually three options regarding your or your family’s presence in the electoral roll of the last SIR (for example SIR 2002 in your description):
    • Option 1: “My name exists in the electoral roll of last SIR” – for people whose own name was in that earlier list.
    • Option 2: “Name of my father/mother/grandfather/grandmother exists in the electoral roll of last SIR” – for those linking through relatives.
    • Option 3: “None of the above / no name in last SIR” – for completely new families or migrants.
  3. For Option 2, you will need: State, Assembly Constituency number and name, Polling Station number and name, and Part/serial number from the old SIR electoral roll; enter these details and search to fetch the relative’s record, then confirm and continue.

Step 12: Residence duration and place of birth declaration

  1. Enter your place of birth (village/town, State and District) in the declaration.
  2. Under “I am an ordinary resident at the address mentioned in Section 8 since…”, enter the year from which you have been living at your current address.
    • For men who have always lived at their birth place, this may be approximately their year of birth.
    • For married women registering first time at in‑laws’ house, enter the year of marriage or the year since they started living at that address.

Step 13: Captcha, OTP verification and preview

  1. Enter the captcha shown on the screen, refresh it once if it is difficult to read.
  2. Click “Send OTP” to receive an OTP on the mobile number given in the form.
  3. Enter the OTP, then click “Preview and Submit”.
  4. A full preview of Form 6 will appear; carefully check every detail in English and Bengali.
  5. If everything is correct, you may download the filled form as PDF for your records before final submission.

Step 14: e‑Sign with Aadhaar

  1. After confirming, you will be asked to e‑Sign using Aadhaar.
  2. Enter your Aadhaar number, click “Get OTP”, and an OTP will be sent to your Aadhaar‑linked mobile number.
  3. Enter the 6‑digit OTP in the portal and click “Submit”.
  4. Once successful, the system will show that your Form 6 is submitted and e‑Signed.

Step 15: Reference number and acknowledgement

  1. A unique reference number (application ID) will be generated on the screen after submission; note it down carefully.
  2. Click “Download Acknowledgement” to download the acknowledgement slip and full Form 6 PDF, usually including the declaration pages.
  3. Print the acknowledgement and the declaration form.
  4. As per practice explained in your video, submit the printed forms to your Booth Level Officer (BLO) and follow any further instructions they give. BLO or ERO/AERO will process your application and you can also track the status online through the portal.
